徐之顺研究员曾在省委宣传部规划办、理论处任领导职务，调任社科联后又成功申报了国家社科项目，在国家社科项目的申报、管理、工作实践方面有着丰富的经验和敏锐的认知。他盛赞了南京师范大学是文科学校的重镇，更是法学研究的高地，而后开始本报告。

他首先明确了两组重要概念。第一组概念分别是人文（哲学）社会科学、社会科学和软科学。法学是典型的社会科学，申报的项目应以解决社会实践中出现的热点、难点问题为主。他认为，年轻学者应以法学理论和研究范式为主导，适当采用其他学科的研究方法，资深学者可以对不同学科进行比较研究，从中选优，法学大家则可将各家理论融合创造，进而创设出新的理论。第二组概念则是“问题”与“课题”之分，现在申报的许多项目是“问题”而非“课题”。申报者应从学理上讲清问题的来源和发展方向，注意学科特性，系统地解决社会实践中出现的单个矛盾。

在课题的设计与申报方面，徐之顺研究员指出申报者必须要有认真的学习态度。选题是第一道拦路虎，申报者应将重点放在党委政府为治理国家、实现法治现代化而出台的文件、实行的重大改革举措以及需要防范的对象上。申报者可以对已经立项的课题进行分析，从中找出规律，进而形成自己的突破点。他指出，近几年来评审会对文献综述特别是学术史的梳理越来越重视，申报者对国内外研究现状应有全面完整的介绍，要作出更多正面的、有建设性的评价。徐之顺研究员还就项目创新点与价值意义的区别、项目框架的构建、重点与难点的区分、材料形式以及学风等问题进行了报告，鼓励学院对教师的项目申报工作多多支持。

A Report was Given by Researcher Xu Zhishun, Vice Chairman of JSFPSS

On the afternoon of November 7th, Researcher Xu Zhishun, vice chairman of Jiangsu Provincial Federation of Philosophy and Social Sciences, was invited to give a report on the application of the National Social Science Fund Project. Professor Wang Yonggui, the chief expert of the National Social Science Fund's major bidding and the president of Institute of Humanities and Social Science of Nanjing Normal University, was invited to participate in this report. Professor Cai Daotong, the president of the School of Law, presided over the report. Numerous young teachers and some doctoral candidates of the School of Law listened to the report.

Researcher Xu was once in the leadership position of the Planning Office and Theory Department of Publicity Department of Jiangsu Provincial Party Committee. After being transferred to JSFPSS, he successfully applied for the National Social Science Fund Project, during which he gained rich experience and keen knowledge in the application, management and working practice. Before he started his report, he praised Nanjing Normal University as a key township of liberal arts schools and a pioneering position of law research.

In the report, Researcher Xu first identified two important concepts. The first concepts are humanity (philosophy) social sciences, social sciences and soft science. Law is a typical kind of social sciences, whose projects of application should mainly focus on solving topical problems of social practice. He held that young scholars should be guided by legal theory and research paradigm, with appropriately adopting research methods of other disciplines, that senior scholars should conduct comparative research on different disciplines and choose the best one, and that professors should combine various theories and fabricate new ones. The second concept is the distinction of "problem" and "project". At present, many projects of application are not "projects". Researcher Xu suggested that applicants should clarify the cause and resolution of problems from the academic point of view, pay attention to characteristics of different disciplines, and solve contradictions systematically in the social practice.

In terms of design and application of projects, Researcher Xu pointed out that a serious learning attitude should be a must for applicants. As topic was the first roadblock, the applicants should focus on the documents published by the party committee and government to govern the country and modernize the rule of law, the major reforms measures implemented, and the objects that need to be guarded. In addition, applicants could analyze projects that have already been established, find out the rules and form their own breakthrough points. He pointed out that the literature review had been drawn more and more attention in recent years. Good projects should include a comprehensive introduction to the research backgrounds at home and abroad, and more positive and constructive evaluations should be made by applicants themselves. Researcher Xu also reported on the differences between the project innovation and its value meaning, the construction of the project framework, the distinction between key and difficult points, the material form and the style of the study. He also encouraged the school to support teachers’ applications of projects.

Professor Wang Yonggui responded to the report and thought highly of the application projects of School of Law. He pointed out that it was indeed a time-consuming and laborious task to select projects and polish them. And it was also an important task of our university and school in the near future. The applications of projects would be supported wholeheartedly, especially the applications from young teachers. Young teachers would also be expected to improve themselves in the process of applying for projects.
