支振锋教授首先阐明了选择“新法治：大转型与新路向”这一主题的原因。第一点原因是，我国正在走一条不同于传统、不同于西方的全新道路。第二点原因是，在信息革命的背景下，社会关系的变化导致了社会结构的变化，社会结构的变化导致了社会治理机制的变化，社会治理机制的变化引发了法律的变化。此外，支振锋教授通过引用毛泽东《论人民民主专政》中的语句阐明了法治的来源。

其次，在法治的动态演化部分，支振锋教授指出，法治不是一堆僵硬的规则，而是动态演化的体系，既是规则体，也是意义体。并且，法治作为治理机制与产业革命和社会变迁相适应，工业时代才有真正意义上的法治。

再次，在人类大变局部分，支振锋教授认为，当今世界正经历着全球新科技革命和世界新历史变局，第三次产业革命使得信息科技和产业变革深入发展变化，生产力的革命必然带来生产关系、社会结构、治理机制的深刻变革。当今的时代是前所未有的命运相依、分裂隔阂的时代。

最后，在法治新路向部分，支振锋教授指出，法律就是人类对如何驾驭自身的探索。随着人类时代的演进，主题不断转换。部落时代的主题是人类如何构建社会；农业时代的主题是人类如何构建大型政治共同体；工业时代的主题是人类如何控制政治共同体，捍卫个体的自由、人权和法治；信息时代的主题是人类如何既控制共同体，也控制个体。

分享结束后，支振锋教授还对同学们提出的问题进行了详细解答。随后，方乐教授对本次讲座进行了简要总结，方乐教授指出本次讲座视野宽广、脉络清晰、逻辑严谨，如何理解和把握法治的时代背景是一个值得我们思考的问题。在观察西方法治的过程中我们需要对本国的法治状况作出判断。在此基础上，支振锋教授提出的法治的动态演化的观点令人印象深刻，法治不仅是规则体，实际上还是一种社会治理的机制。方乐教授强调，虽然数字社会走得很远，但是法治还是要坚守一个基本的底线，即法治根本上是人类尊严的庇护所。

经过支振锋教授对法治大转型与新路向的细致讲解，同学们对法治的相关理论知识和法律实践有了更为全面深入的了解，也有了一个新的学习、研究的思路和视角。

New rule of law: great transformation and new direction

On June 11th, 2021, Professor Zhi Zhenfeng, a top young talent of the Organization Department of the CPC Central Committee, a researcher of the Institute of Law, Chinese Academy of Social Sciences, a doctoral supervisor, deputy editor of Global Law Review, and a consultant expert of the Review Department of People's Daily, delivered a special lecture in Nanjing Normal University of Law. This lecture, with the theme of "New Rule of Law: Great Transformation and New Direction", was presided over by Professor Fang Le, dozens of teachers and students from the Law School listened and participated in the discussion together in Room 434 of the Xingmin Building.

In this lecture, Professor Zhi Zhenfeng mainly introduced the following four aspects: 1.The reasons for choosing the theme of "new rule of law: great transformation and new direction" and the source of rule of law;2. Dynamic evolution of the rule of law;3. The Great Change of Humanity;4. A new direction for the rule of law.For each aspect of the content, Professor Zhi Zhenfeng explained according to his own practice.

At the beginning of the lecture, professor Zhi Zhenfeng explained the reason why he chose the theme "new rule of law: great transformation and new direction".The first reason is that China is taking a new path that is different from tradition and different from the West.The second reason is that in the context of the information revolution, the change of social relations leads to the change of social structure, and the change of social structure leads to the change of social governance mechanism, which leads to the change of law.In addition, professor Zhi Zhenfeng illustrated the origin of the rule of law by quoting from Mao Zedong's "on the people's democratic dictatorship".

Secondly, in the part of the dynamic evolution of the rule of law, Professor Zhi Zhenfeng pointed out that the rule of law is not a bunch of rigid rules, but a system of dynamic evolution, which is both the body of rules and the body of meaning. Moreover, as a governance mechanism, the rule of law is adapted to the industrial revolution and social change.Only in the industrial age did there exist a true sense of the rule of law.

Thirdly, in the part of the great changes of mankind, Professor Zhi Zhenfeng believes that today's world is experiencing a new global scientific and technological revolution and a new historical change in the world. The third industrial revolution has led to in-depth development and changes in information technology and industry, and the revolution in productivity will inevitably bring profound changes in the relations of production, social structure and governance mechanism.We live in an era of unprecedented interdependence, separation and estrangement.

Finally, in the part of the new direction of rule of law, Professor Zhi Zhenfeng pointed out that law is human's exploration on how to control themselves.With the evolution of the human age, the theme is constantly changing.The theme of the tribal age is how humans construct societies;The theme of the age of agriculture was how mankind constructed large political communities;The theme of the industrial age is how man controls the political community and defends individual freedom, human rights and the rule of law;The theme of the information age is how humans control both communities and individuals.

After the sharing, Professor Zhi Zhenfeng gave detailed answers to the questions raised by the students. After that, the party has carried on the brief summary to the lecture, Professor Fang Le pointed out that the lecture had a broad field of vision, clear lines, rigorous logic, how to understand and grasp the time background of the rule of law is a question worth thinking about. In the process of observing the rule of law in the West, we need to judge the situation of the rule of law in our own country. Professor Zhi Zhenfeng's view on the dynamic evolution of the rule of law is impressive. The rule of law is not only a body of rules, but also a mechanism of social governance.Professor Fang Le stressed that although the digital society has come a long way, the rule of law still has to adhere to a basic bottom line, that is, the rule of law is fundamentally a refuge for human dignity.

After Professor Zhi Zhenfeng's detailed explanation of the great transformation and new direction of the rule of law, students had a more comprehensive and in-depth understanding of the relevant theoretical knowledge and legal practice of the rule of law, also had a new learning, research ideas and perspective.
